There are a number of applications that use a file named "startup.exe" besides the Glary version at your link. If it's that particular Glary version you're trying to use I'm of no help. If you want BI to run when you start W10 then running it as a service (page 162 of the current help file) will get the job done

Does Blue Iris use Startup.exe ? http://windowsbulletin.com/files/exe/gl ... tartup-exe.

If not the Hikvision IVMS software is using startup.exe. These are the only two possibilities for my Windows 10 setup.
