Push notification issues

I have 5 IPhone's that I am trying to send Push notifications to. All are running IOS 15.2, all are push enabled in BI, none have tags BUT only 2 devices are getting the alerts. I can see the successful ones in the log but the failed ones are not in there. Any ideas?
