Can't change rtsp resolution

I'm viewing a group camera stream from Blue Iris through VLC via an rtsp stream and the resolution is locked at 760p. I need it to be 2160p. I tried adding the resolution in the MRL and checking the resize frame option in the streaming profile and nothing seems to change. UI3 appears to behave the same way regardless of what max dynamic group resolution is set to so there's gotta be a setting in the BI console I'm missing or maybe it's a bug.
