It is a possibility that someone that uses Cloudflare has something misconfigured and has the IP address defined in a DNS entry.
Maybe you could contact abuse@cloudflare.com and ask them if they could investigate it.

The better option, if you're accessing it remotely say from a phone, you can easily find the external IP address that is used (try google with "what's my ip") and then go to ARIN and put the address in it. You can then find all of the network blocks that the mobile provider has. You could ...

I've been running BI 5 o server 2019 for many months now. No issues. At the end of the day, Windows Server is based upon a common core with desktop variant.
