Haven't had notifications work since I upgraded to BI5. Is there something I'M missing? Don't know if this is your issue, but they also stopped for myself, this is how I fixed (assuming your alerts are all setup correctly, as they worked before) - Ran the "remote access wizard" it updated...

I am a new Blue Iris 5 user. I have set my cameras to send 30fps at a max 3k bitrate, and they work fine doing so. The most recommended cameras for BlueIris are Dahua Starlight and Hikvision cameras. There are plenty of discussions and reviews for both brands on the other form (ipcamtalk.com). I would never waste my money on any other brands like D-link, Foscam etc. Agree, also consider a cam with micro SD card...

I would like BI5 to turn on a floodlight when it sends me an alert that's triggered by one of my cameras. What's your preferred way to accomplish this? Depends on the floodlight.
