Go into Control Panel & Control & Features. Or press Windows-Key & X, then select 'Apps & Features. Same thing just different interface.
You should see 'Microsoft Visual C++ 2015-1029 Redistributable (x64)'... and maybe (X86). If your running 64bit you need the x64 version. Doesn't hurt to have both x64 & x86 versions installed.
And, yes, you do need this installed for BI v5. The info is in my previous post, as well as the Microsoft link to download and install.
Also, check the notes about firewall & 'WMVCORE.DLL missing error'. Best to check these anyway in case they were replied with 'bypass/skip/ignore' somehow.

Going in that way, I see C++ 2017 x64 but no C++ 2017 x86. My latest is C++ 2015 x86
Is this going to be a PITA to update to C++ 2019?
I don't want to brick my PC due to my lack of knowledge on this stuff.

Greetings All,
Just to chime in, the 5.0.0.61 upgrade failed for me as well. When upgrading from BI4 I started with a new PC and a fresh install of Win 10 Pro, Build 1809. The original version 5.0.0.45 worked well and the subsequent BI upgrades prior to 5.0.0.62 went in without incident. I had the same results as everyone else, the initial BI logo appears and then nothing. I had to resort to uninstalling BI5 and reinstalling 5.0.0.45. I told the uninstaller to NOT delete the activation information but upon installation the configuration and activation were gone. I imported a backup .reg file and re-entered the registration code and our cameras appeared. I then ran a Database Repair/Regenerate to re-populate the clip list.
I still have one problem: The thumbnail (Alert?) images for the clips (prior to the upgrade) in the left-hand column are gone. The clips have only an empty black box instead their usual "first frame" thumbnail image. The clips seem to playback just fine.
I have tried the database repair and maintenance operations but no success.
How can I re-populate the thumbnails for the clips?
I sent an email to support with all the requisite information last Friday (7/12/2019) and received the standard receipt acknowledgement but still no response. Perhaps Ken is busy . . .

I was running BI5 v5.0.0.59 x64 standalone app on a Dell Vostro 260 Intel i5-2400 3.1GHz, 8GB Memory, 1TB SATA HD PC and Win10 Pro 1803 with no problems. When I updated to v5.0.0.61 my problems started. What I noticed was that the update downloaded and installed successfully, it crashed when trying to launch the Blue iris 5 console. It did not display the BI5 GUI or any error message. The BI5 icon appeared in the taskbar and then disappeared. When I tried to re-launch BI5 again, it crashed before loading the GUI and not displaying any error message. When I rolled back BI5 to version 5.0.0.59 x64, it was working fine again.

OK, C++ 2015-2019 x64 is loaded, rebooted and still having the problem. I get the popup window, it disappears and BI5 won't run.
I took 10 icon clicks to get BI5 to finally run and display the video from my cameras.
How do I get 5.0.0.59 x64 so I run it on my PC?

Both are now loaded. I did a REBOOT AND BI5 DID NOT START.
I just clicked on the icon 18 times and BI5 is still not starting
C++ 2015-2019 x64 and C++ 2015-2019 x86 show loaded in my Control Panel, Programs and Features.
Loading those 2 programs seems to have made it worse. I'm still clicking on the BI5 icon to see if I can get it running again.
It took 25 clicks on the BI5 icon to get the program to run and give me the video from the cameras/

Clicking that many times will do nothing....try looking at the event viewer and see if you can see any info on BI crashing. Right click Start/ Event viewer....look under where the pic shows.
