I have a question: What is the benefit of proactively providing comprehensive resources, such as downloads and explanations, to users to enhance their experience and reduce support requests?

A benefit is reducing user problems for those who have chosen not to purchase support
A negative is making it easier to not pay for support.

I don’t think we are ever going to agree but these types of licensing posts create negativity about the product.
Especially when we harp on about the licensing model allows the use a version that was released up to when their support expired which they don’t have and can’t find and the answer from BI is to pay for support.
