This worked for me. Hope it can help others.
In the run dialogue, type in "gpedit.msc" and hit ENTER on your keyboard.
Under Computer Configuration, expand Windows Settings, Security Settings, and Local Policies.
Click on Security Options. Don’t attempt to expand it, just click on it.
Navigate to the bottom and double-click "User Account Control: Run all administrators in Admin Approval Mode".
Select Disable, click Apply, and then Ok.

Until the fix you may run BI from Cmd. Tested and working.
Start Command prompt, Run as Administrator and type:
"C:\Program Files\Blue Iris 5\BlueIrisAdmin.exe"
You can also make a batch file using a text editor. Write the above line of code(with quotation marks), name the file something like "BlueIris.bat" and right click, choose run as administrator.
After BI starts you may close Cmd window

"C:\Program Files\Blue Iris 5\BlueIrisAdmin.exe"

"Maybe the security certificate has expired and Windows is blocking it for that reason. You can right-click BlueIrisAdmine.exe to examine this."
This is the response I got from BlueIris support. No explanation of what I am supposed to do after right-clicking BlueIrisAdmine.exe. The app does not run. I am still waiting for an explanation of how to fix this.

Try Nick's solution - it works ! I did it first manually, then wrote the little batch file ( .bat ) and it works flawlessly.
You MUST get into the cmd line in admin mode for this to work though. To do that do this:
1. Press the Windows Start button at the bottom left.
2. Type in "Command Prompt".
3. Right click on Command Prompt and click "Run as administrator". Then just do what he said,
which is enter this INCLUDING the quotes:
"C:\Program Files\Blue Iris 5\BlueIrisAdmin.exe"
and that's it, it will run !
