I can get this cam to work with its app but can't load any kind of web app for it from its IP address nor get it to work in Blue Iris.
Anybody with better success?

The data sheet for this cam (below) lists a lot of protocols (TCP/IP,HTTP,TCP,UDP,DHCP,DNS,NTP,RTSP,P2P etc) but not ONVIF, unfortunately.
You may have some luck with RTSP but I didn't see any stream paths listed. Do you have a listing of the camera's stream paths?

I was hoping this cam would have been added by now in the list of cams when you add a new cam.

The spec sheet does look promising. Some further detective work is required. Time for Inspector Cloiseau mode:
1. Contact supplier/manufacturer regarding a web interface.
2. Do you know the present IP address ? What does BI5 "Find" do when you use it ?
3. Have you tried "Onvif Device Manager" to see if it can find any parameters ?
4. IspyConnect has a useful page that can be used to figure out a stream path. Look here https://www.ispyconnect.com/camera/vstarcam
It does mention C24s, so try the stream paths one by one, and let us know if you succeed (or not)
