Port 81 not open?

Hi all. I just transitioned to Google Nest wifi, upgraded BI 4 to BI 5. Now all my camera's in ActionTiles are broken. THe URL in actiontiles uses the local Blue Iris Server IP and port (81) along with the camera short name.
Note also that Google Nest wifi creates a new subnet 192.168.86.x . I moved the BI server to the Google wifi subnet, I changed all camera config's in ActionTiles to the new BI server IP address. Still the cameras in Actiontiles
do no work. So I tried to see if port 81 is exposed on the BI server and I am having a hard time seeing that as an open port (used a port scanner, netstat -ano, no luck). If the BI server has a web interface it MUST have the port
'81' configured in the app listening, but I can't find it.

Why don't I see a port '81'. As an FYI if I put in a browser: http://192.168.86.25:81 the connection fails and this is right on the BI server machine.
